Summary:
The U.S. Consulate General Lagos, Nigeria is seeking eligible and qualified applicants for Accounts Payable Technician/Alternate Cashier position in the Financial Management Center.
Duties
The Accounts Payable Technician/Alternate Cashier APT/Alt Cashier serves as a member of the Accounts Payable Unit APU in the Financial Management Center FMC for Mission Nigeria. The APT/Alt. Cashier is responsible for performing the full range of accounts payable and accounts receivable services for all subscribed ICASS Agencies within the Mission. Serves as Financial Advisor to the Accounts Payable Manager APM in the Financial Management Center FMC and participates in financial operations to ensure payments and receivables are processed in a timely and accurate manner. As an Alternate Cashier, Serves as U.S. Consulate Lagos Principal Class B Cashier referred to hereto now as Cashier and accountable officer responsible for managing the U.S. Consulate Lagos Cashier operations within an authorized advance, including cash on hand, cash transactions in transit, replenishments, and cash in local checking accounts. As Alternate Cashier, oversees cash management and cash risk mitigation.
The volume, quality and timeliness of the APT’s work must conform to Appropriation Law, Generally Accepted Accounting Principles GAAP, Foreign Affairs Manual FAM, Department of State Standardized Regulations DSSR, meet ICASS service standards, as well as host government laws and regulations.
The APU manages vendor and employee payments and receivables within the US Embassy Abuja and US Consulate Lagos, 26 agencies, and 27 allotments/appropriations. The payments and collections managed by the APU exceed $15 million. The Financial Specialist FS or Accounts Payable Manager APM will distribute APU duties among the APTs. Payables and Receivables managed will include resident and non-resident non-serviced and all serviced Agencies which may include but not limited to: ICASS, U.S. Trade Representative, Animal and Plant Health Inspection Service APHIS, Foreign Agriculture Service FAS , International Trade Administration ITA/Commerce , General Legal Activities Civil/Criminal GLA, US Marshall Service, Office of Naval Research Global ONRG, Department of State, Office of Technical Assistance, DHS - Citizenship & Immigration Services CIS, United States Coast Guard USCG, HHS-Food & Drug Administration FDA, HHS-Center for Disease Control CDC, United States Agency for Global Media USAGM, Millennium Challenge Corporation MCC, and Department of Defense serviced agencies.
