Job Purpose
- Responsible for driving revenue growth, expanding market presence, and securing high-value recruitment and workforce solutions contracts for Remotely Operated Vehicles ROV operations across offshore oil & gas, subsea, marine, and energy sectors.
- The role develops and executes strategic sales initiatives for ROV Pilots, Technicians, Supervisors, Engineers, and support personnel through permanent recruitment, contract staffing, project-based manpower supply, executive search, and Recruitment Process Outsourcing RPO solutions.
- Serves as the primary commercial interface between the company and clients to ensure long-term partnerships, repeat business, and sustainable revenue growth.
Key Responsibilities
Strategic Business Development:
- Develop and execute comprehensive growth strategies for ROV and subsea recruitment services.
- Identify new business opportunities in deepwater, shallow water, and subsea intervention projects.
- Conduct market intelligence, competitor analysis, and tender tracking.
- Build and maintain a robust sales pipeline focused on offshore and subsea manpower demand.
Client Acquisition & Relationship Management:
- Prospect, target, and secure new clients among IOCs, EPC contractors, and specialist ROV companies.
- Build strong relationships with Subsea Managers, ROV Operations Managers, Project Directors, Procurement Leads, and Talent Acquisition teams.
- Conduct technical presentations, capability demonstrations, and client site visits.
Tendering & Contract Negotiation:
- Identify and track high-value RFPs, RFQs, and framework agreements for ROV personnel.
- Lead the preparation of technical and commercial proposals.
- Develop competitive pricing strategies and resource mobilization plans.
- Lead contract negotiations and ensure compliance with local content and regulatory requirements.
- Manage contract renewals and long-term agreements.
Revenue Growth & Sales Performance:
- Achieve and exceed annual revenue, margin, and placement targets.
- Manage sales forecasting, pipeline reporting, and CRM updates.
- Drive cross-selling and upselling of integrated ROV workforce solutions.
Technical Collaboration:
- Collaborate closely with recruitment, delivery, and technical teams to match client requirements with qualified ROV personnel.
- Translate subsea project requirements into targeted recruitment campaigns and talent pools.
- Provide market feedback to improve service offerings.
Partnerships & Alliances:
- Develop strategic partnerships with ROV equipment manufacturers, training providers, and international ROV operators.
- Support large-scale manpower supply contracts through industry collaborations.
Industry Representation:
- Represent the company at offshore, subsea, and ROV industry events, conferences, and forums.
- Contribute to industry visibility and thought leadership initiatives.

Requirements
- Bachelor’s Degree in Business Administration, Engineering, Marketing, Human Resources, or related discipline.
- 6–12+ years business development experience within recruitment/staffing, offshore, subsea, or ROV services.
- Proven success securing manpower contracts with IOCs, EPC contractors, and ROV operators.
- Strong understanding of offshore manpower operations and subsea project requirements.
- Excellent negotiation, relationship management, and proposal development skills.
- Strong commercial acumen and ability to manage high-value accounts.
