Job Summary:

  • We are looking for an exceptional Business Development Manager to serve as the primary driver of institutional engagement, revenue growth, strategic partnership development, and policy-to-product translation across federal ministries, departments, agencies, and state governments. This is not a conventional sales role. The ideal candidate combines deep knowledge of Nigeria’s public sector landscape with commercial sharpness, social intelligence, and the ability to connect government policy intent to deployable technology solutions, operating at the intersection of government, technology, national policy, and institutional reform.

Key Responsibilities:

  • Build and sustain strategic relationships with senior officials across MDAs, the Presidency, legislature, and relevant agencies.
  • Serve as the principal point of contact for all government counterpart engagements and represent the organisation at ministerial meetings, policy forums, and legislative hearings.
  • Identify, qualify, and convert new business opportunities within the public sector, owning the full pipeline from prospecting through to contract execution.
  • Develop and execute a territory plan covering all 36 states and the FCT, meeting and exceeding quarterly and annual business development targets.
  • Monitor, interpret, and brief leadership on emerging government policies, national priorities, and legislative developments relevant to the organisation’s mandate.
  • Connect government policy intent to the organisation’s innovation pipeline, identifying where new programmes or reforms create deployment opportunities.
  • Maintain active intelligence on procurement cycles, budget releases, and sector reform agendas across priority ministries.
  • Produce regular pipeline, conversion, and engagement reports and maintain accurate CRM records of all stakeholder interactions.
  • Build a visible, credible public profile within government, technology, and policy circles, contributing to national conversations on governance technology and public sector reform.
  • Collaborate closely with technical, operations, and product teams to ensure proposals are deliverable and stakeholder feedback is translated into product improvements.
  • Support the CEO and leadership team with strategic briefings ahead of high-level government engagements.

Qualifications:

  • Minimum of 7 years of relevant experience, with at least 3 years in a senior stakeholder management or business development role.
  • Degree-qualified; a postgraduate qualification in business, law, public policy, or a related discipline is an advantage.
  • Deep understanding of Nigeria’s civil service architecture, procurement processes, and federal-state dynamics.
  • Demonstrated ability to bridge the public and private sectors technology, consulting, financial services, or infrastructure preferred.
  • Track record of meeting or exceeding revenue or partnership targets in a structured performance environment.
  • Experience engaging with government policy processes, budget cycles, white papers, reform programmes, or legislative engagement.
  • Proven ability to develop and present compelling proposals at executive and ministerial level.
  • Exceptional command of spoken and written English, eloquent, persuasive, and precise.

Added Advantage:

  • Existing relationships with senior officials across federal MDAs and state governments.
  • Experience originating and advancing thought leadership in governance, technology, or public policy circles.
  • Familiarity with GovTech, public sector concession models, or e-government programmes.
