Safe and Inclusive Learning Environments for Girls (SILEG), Kwekwe District (ZWE100465)
About the Project
The Safe and Inclusive Learning Environments for Girls (SILEG) Project (ZWE100465) is a three-year initiative running from November 2023 to October 2026 in Kwekwe District, Midlands Province, specifically targeting Kadanya and Donsa Secondary Schools in Wards 17 (Zhombe) and 29 (Silobela). The project was designed in response to persistent and interlinked barriers limiting adolescent girls’ access to and completion of secondary education. These include long distances to school, inadequate and non-inclusive infrastructure, exposure to protection risks such as gender-based violence, early marriages and pregnancies, and harmful socio-cultural norms that undervalue girls’ education. The overall objective of the project is to improve adolescent girls’ access to inclusive, equitable, and quality secondary education through infrastructural development and the promotion of safe and supportive learning environments.
The project adopts a holistic and gender-transformative approach, addressing both supply-side and demand-side constraints through three interrelated outcome areas:
Improved Access to Education and Infrastructure. This includes the construction of classroom blocks, establishment of Sustainable and Affordable Boarding Facilities (SABFs), and improved water and sanitation systems. These interventions aim to reduce travel distances, improve safety, and create conducive learning environments for both girls and boys.
Strengthened Safe and Supportive Learning Environments. The project works to enhance school safety and learner well-being by strengthening child protection systems, building the capacity of teachers in positive discipline and inclusive pedagogy, and engaging School Development Committees (SDCs) and Community Protection Committees (CPCs). It also promotes positive parenting and community accountability in safeguarding children.
Improved Access to Comprehensive Sexuality Education (CSE). The project strengthens delivery of age-appropriate, gender-responsive CSE to equip adolescents with knowledge, skills, and confidence to make informed decisions about their health, relationships, and future.
The project targets adolescents aged 12-18 years as primary beneficiaries, while also engaging teachers, school
leadership, caregivers, community leaders, and local authorities as key influencers of education outcomes. Through this integrated approach, the project seeks not only to improve school access and retention but also to transform gender norms, strengthen protective systems, and create enabling environments where girls can learn,
thrive, and reach their full potential.
Purpose of the End of Term Evaluation
Plan International Zimbabwe seeks to commission an independent End of Project Evaluation combined with an Endline Study to assess the overall performance, results, and sustainability of the SILEG project.
The evaluation will:
Measure progress against baseline indicators and targets
Assess project performance using OECD-DAC criteria (relevance, effectiveness, efficiency, sustainability)
Analyse Child Rights, Gender and Inclusion (CRGI) outcomes
Examine improvements in access, retention, safe learning environments, and CSE outcomes
Assess the contribution of integrated interventions (infrastructure and behaviour change)
Identify lessons learned and provide actionable recommendations for future programming
Scope of the Evaluation
The evaluation will cover all project components across Kadanya and Donsa Secondary Schools, engaging key stakeholders including:
Adolescents (girls and boys)
Caregivers and parents
Teachers and school leadership
School Development Committees (SDCs)
Community protection structures and leaders
Relevant government ministries
The evaluation will apply a mixed-methods approach, integrating quantitative endline measurement with qualitative analysis to explain outcomes and causal pathways.
Scope of Work for the Consultant
Plan International Zimbabwe invites bids from consulting firms or individual consultants to conduct the End of Term Evaluation. Specifically, the consultant will be expected to:
Conduct a comprehensive desk review of project documents and monitoring data
Facilitate an inception meeting/workshop with stakeholders
Develop an Inception Report outlining methodology, sampling, tools, and workplan
Design and implement quantitative and qualitative data collection (surveys, FGDs, Kils)
Apply a theory-based approach, including contribution analysis
Ensure ethical, child-safe, and inclusive data collection processes
Clean and analyse data, ensuring triangulation of findings
Present preliminary findings and facilitate a validation workshop
Submit high-quality Draft and Final Evaluation Reports, including datasets and a summary brief
Required Qualifications and Experience
The consultant or consulting firm must demonstrate the following:
At least 5 years’ experience in conducting evaluations for INGOs or similar organisations
Proven experience in endline and end-of-project evaluations using OECD-DAC criteria
Strong expertise in mixed-methods research (quantitative and qualitative)
Experience in education, child protection, SRHR, or gender-transformative programming
Advanced degree in Social Sciences, Education, Development Studies, or related field
Experience working in Zimbabwe or similar contexts
Strong analytical, report writing, and communication skills
Demonstrated understanding of safeguarding, ethics, and inclusion
