Manager Fuel Marking Jobs in Lusaka – Energy Regulation Board (ERB) The Energy Regulation Board (ERB) is seeking qualified and experienced Zambian nationals for the position of Manager – Fuel Marking and Quality Monitoring based in Lusaka.
This role offers a unique opportunity to lead the Fuel Marking and Monitoring Unit, ensuring the integrity of the petroleum supply chain through effective fuel marking, quality monitoring, and enforcement activities. About the Manager Fuel Marking Jobs in Lusaka This is a full-time, 3-year fixed-term contract position (ERB Grade 4) reporting directly to the Senior Manager – Fuel Marking and Monitoring.
The successful candidate will be responsible for managing the petroleum marking programme, supervising contracted service providers, and coordinating compliance monitoring efforts nationwide. There is one vacancy available.
Key Responsibilities Plan, coordinate, and supervise field compliance monitoring across the petroleum supply chain. Provide operational oversight of the contracted fuel marking company to ensure adherence to standards.
Lead investigations into adulterated, unmarked, and non-conforming petroleum products. Coordinate validation and reconciliation of fuel quantities marked.
Conduct and supervise audits of fuel marking operations to maintain quality assurance. Develop and maintain a comprehensive national database of petroleum storage facilities.
Coordinate joint enforcement operations against illegal fuel vending in collaboration with relevant agencies. Prepare work plans, budgets, performance reports, and management briefs.
Supervise, mentor, and appraise Unit staff to ensure high performance. Engage effectively with ERB departments, licensees, laboratories, and external stakeholders.
Minimum Qualifications and Experience Full Grade 12 Certificate with at least five credits or equivalent. Bachelor’s Degree in Chemical Engineering, Petroleum Engineering, Chemistry, Applied Science, or a related technical field.
Postgraduate qualifications or relevant professional certifications are advantageous. Minimum of five years’ relevant post-qualification experience, including at least two years in a supervisory role.
Experience in fuel marking, petroleum product quality monitoring, investigations, audits, or enforcement is a plus. Membership in a relevant professional body, where applicable.
All qualifications must be verified by the Zambia Qualifications Authority (ZAQA). Required Attributes Strong leadership and team management capabilities.
In-depth knowledge of petroleum product quality, fuel marking, and monitoring systems. Excellent analytical, investigative, auditing, and problem-solving skills.
Proven ability to coordinate nationwide field operations and manage service providers. Sound understanding of energy legislation, licensing conditions, and technical standards.
Outstanding report writing, presentation, and communication skills. Effective stakeholder engagement and interpersonal skills.
High levels of integrity, impartiality, accountability, and attention to detail. Proficiency in Microsoft Office and relevant data management and reporting systems.
Willingness to travel extensively and work beyond normal hours when required.
