1. Main Purpose/Job Summary: - 

2. Define, organize, implement and follow-up all care and nursing related activities in the project, ensuring the daily management of the human resources as well as the implementation of the MSF nursing protocols, in order to warrant efficiency, quality and continuity of prescribed care.

1. General Accountabilities: 

· Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.

· Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel. 

· Supervising the nutritional activities in order to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards

· Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly

· According to MSF protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.

· In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs. 

• In close coordination with the Logistics Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time. 
• In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.
• Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports 

Overview and Context 

The MSF Amhara Project was established 23 years ago to provide Kala‑azar (KA) treatment for migrant farm workers in the KA‑endemic western Amhara region. In response to the high burden of snakebite among the same population, MSF later expanded services to include snakebite management, establishing the project as a specialized NTD treatment facility in addition to response to several emergency interventions across the Region

MSF has also contributed to national KA guidelines through operational research.

More recently, MSF adopted a strategy to decentralize KA and snakebite services to Regional Health Bureau (RHB) facilities, including Abra‑Hajira, Metema, and Humera, though insecurity repeatedly delayed implementation. The recent reopening of Humera has created an opportunity to initiate decentralization at Setit‑Walkayit Humera Hospital, a strategic partner given that a large proportion of MSF patients originate from its catchment area.

The decentralization from its  current Medregenet  facility aims to strengthen Humera Hospital’s capacity to manage KA and snakebite services through support with diagnostic and treatment supplies, capacity building to improve quality of care, food support for KA and SB patients, and infection prevention and control (IPC), using a core management model. This approach seeks to improve access to care while ensuring effective transfer of skills to RHB medical staff

Location: Humera Hospital (with support to other decentralization sites as needed)

• Provide core management and technical leadership for nursing activities related to Kala‑azar and Snakebite (NTD) care, ensuring adherence to MSF and national protocols.

• Lead and strengthen hospital‑wide Infection Prevention and Control (IPC) systems, including training, audits, interdepartmental coordination, and follow‑up actions.

• Support capacity building, supervision, and bedside coaching of hospital nursing staff to improve quality of care and patient safety.

• Ensure availability, rational use, and monitoring of medical supplies, IPC materials, and patient food support, including consumption tracking and forecasting.

• Contribute to planning, reporting, and monitoring of nursing and IPC activities in coordination with medical and logistics teams.

• Participate in clinical rounds, IPC forums, and hospital coordination meetings, supporting a co‑management approach with hospital and RHB counterparts.

• Demonstrate operational flexibility by providing nursing and IPC support to other decentralization sites (e.g. Abirhajira and Metema) as required, in response to evolving needs and priorities.

• Promote a patient‑centered and ethical approach, including contribution to quality improvement initiatives and patient‑focused documentation for advocacy.

Emergency Response

• Participate and lead assessment/explo activities when needed

• Plan and support all nursing activities during each intervention ensuring implementation of nursing standards of care and quality of care during intervention.

• Supervise activities of NTS, HPCE, SV focal person and MSF Nurses during intervention and provide hands on support when required. Support NTS in developing supervision plan for RHB nurses during intervention.

• Implement rosters during IPD related interventions like ITFC and Cholera response, in collaboration with RHB while ensuring quality of nursing care is maintained as per MSF standards.

• Coordinate and supervise the implementation of the legal therapeutic protocols, procedures and standards during Mass Displacement response (PEP, SGBV, MH services, etc.) and provide technical support when needed, to ensure the quality of the nursing care, and confidentiality

• Support WatSan with IPC activities during the interventions and in office to ensure minimum standards are followed.

• Follow up with RHB counterpart for sterilization related activities during IPD response.

• Ensure all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly.
