Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.

Position: Senior Software Developer

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree from an accredited tertiary institution in Computer Science, Software Engineering, Information Technology or a related field.
• Five years’ professional software-development/application-programming experience, including designing, developing, testing and maintaining applications.
• Proven experience with tools/frameworks/languages such as .Net – C#, JAVA Script, Python, PHP, Angular, PHP SQL or equivalent; HTML/CSS/JavaScript; Git/version control; CI/CD and agile methodologies; databases, APIs and web-services integration.

DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree or higher in IT, Information Systems or Computer Sciences.
• Software-development, cloud-service (AWS/Azure/Google Cloud) or agile certifications.
• Seven years’ professional development experience, including management-information-system integration with health logistics. USG-funded project or eLMIS/SmartCare Pro/DHIS2 experience preferred; working knowledge of cloud services and secure coding.
• Client-side framework experience, ideally Ember, Angular, React, Node, Backbone, JQuery or similar.
• Server-side development, ideally Ruby on Rails, Phoenix, Python, PHP or similar OOO and functional languages, as worded in the source.
• Relational database development, ideally SQL/MySQL with some NoSQL.
• Mobile/responsive web or native development.
• Some hybrid-mobile development/deployment experience with Cordova, Ionic or similar.

KEY PERFORMANCE AREAS
System development
• Translate user needs into functional technical specifications.
• Design, code, test and implement supply-chain/warehouse tracking solutions, including eLMIS, SmartCare Pro and DHIS2.
• Develop responsive web/mobile applications meeting security, scalability and performance standards.

Integration
• Connect electronic health-information systems to health-logistics platforms.
• Integrate databases/APIs/web services across eLMIS, ERP/WarehouseXpert, SmartCare/EHR and DHIS2.
• Support MoH supply-chain integration under the approved roadmap.

Maintenance and enhancement
• Improve systems through updates/enhancements, with frequent low-risk deployment under the MoH-led Change Control Board process.
• Document designs, code and procedures for maintenance/upgrades.

Support and troubleshooting
• Troubleshoot eLMIS database, server and application issues at facilities/distribution hubs.
• Debug and resolve issues promptly; support users and post-deployment enhancements.

Quality assurance
• Review code, write unit tests and enforce standards/best practices.
• Apply SDLC/agile methods; write clean, efficient, maintainable and secure code.

Team supervision and development
• Supervise, mentor and appraise Software Developers and the Business Analyst.
• Delegate tasks, review quality and coordinate workloads for timely delivery within scope.
• Provide skills transfer, in-house training and professional development.

Data optimisation and improvement
• Enhance data visibility/collection tools for medical-commodity decisions.
• Support reports/dashboards from different data sources.
• Participate in research and development on emerging technology.
• Collaborate with developers, designers, analysts and project managers.
• Perform additional responsibilities assigned by the Head of IT.
