Muhlbauer ID Services GmbH is recruiting a Technical Director (IT Software & Project Management – Government Solutions), to be based in Maputo, Mozambique.
Duties
Technical Leadership
- Define and drive the technical strategy for government and public sector projects
- Lead the design and implementation of enterprise-level software solutions, system architectures, and integrated IT platforms
- Ensure scalability, performance, cybersecurity, interoperability, and business continuity across all deployed systems
- Establish and maintain technical standards, development methodologies, and quality assurance processes
- Oversee software configuration, systems integration, database management, cloud infrastructure, and cybersecurity activities
Program & Project Management
- Direct the planning, execution, and delivery of complex government projects.
- Manage project scope, schedules, budgets, resources, risks, and stakeholder expectations
- Ensure compliance with contractual obligations, technical specifications, and service-level agreements (SLAs)
- Establish project governance structures and monitor project performance through defined KPIs and reporting mechanisms
- Lead cross-functional teams consisting of software and service engineers, system architects, project managers, business analysts, and external partners
- Implement risk mitigation strategies and ensure timely resolution of technical and operational challenges
Government Customer Engagement
- Serve as the senior technical point of contact for government agencies, ministries, and public authorities
- Participate in customer workshops, technical reviews, steering committee meetings, and executive presentations
- Translate customer requirements into practical technical solutions and implementation roadmaps
- Support contract negotiations, technical clarifications, and change management processes
Solution Architecture & Systems Integration
- Lead the architecture and deployment of mission-critical systems, including:
- Ensure seamless integration with third-party systems, national databases, biometric platforms, and external government services
- Define disaster recovery, backup, and high-availability concepts
Business Development & Bid Support
- Support business development teams during pre-sales and tender activities
- Lead technical proposal preparation, solution design, and effort estimation
- Participate in customer demonstrations, proof-of-concept activities, and technical evaluations
- Review RFPs, tender specifications, and contractual technical requirements
Team Leadership
- Lead and mentor technical managers, project managers, architects, and engineering teams
- Foster a culture of accountability and continuous improvement
- Support recruitment, training, performance management, and professional development initiatives
- Promote collaboration across regional and international teams
Requisites
- Bachelor's or Master's degree in Computer Science, Information Technology, Software Engineering, Telecommunications, or a related field
- Minimum 10 years of experience in IT, software development, systems integration, or enterprise solution delivery
- Minimum 5 years in a senior leadership role managing large technical teams and complex government projects
- Experience with mission-critical and high-availability environments
