About the Energy Regulation Board (ERB) Established under the Energy Regulation Act No. 12 of 2019, the ERB is the statutory body responsible for regulating the energy sector in Zambia.
The Board is committed to ensuring transparent, efficient, and compliant procurement processes to support its mandate. Role Overview – Senior Manager Procurement and Supplies Reporting directly to the Director General, the Senior Manager will oversee all procurement and supply functions at ERB.
This includes planning, directing, coordinating, and controlling the procurement of goods, services, and works, as well as contract management and stores operations. The role demands adherence to the Public Procurement Act and related regulations to guarantee timely, cost-effective, and transparent procurement activities.
Key Responsibilities for Senior Manager Procurement Jobs in Lusaka Lead procurement activities in line with the Public Procurement Act No. 8 of 2020 and ERB policies.
Develop, implement, and monitor the annual institutional procurement plan to ensure operational efficiency. Provide secretariat support to the Procurement Committee to facilitate effective decision-making.
Advise management on procurement compliance and statutory requirements. Manage preparation, invitation, opening, and evaluation of bids and proposals.
Negotiate contracts, monitor supplier performance, and ensure contractual compliance. Maintain accurate procurement records to support accountability and audit processes.
Prepare procurement reports for management, the Board, and the Zambia Public Procurement Authority (ZPPA). Review procurement procedures and recommend improvements including adoption of the electronic Government Procurement (e-GP) system.
Identify and mitigate procurement-related risks. Prepare and manage strategic and operational plans and budgets for the procurement unit.
Provide leadership, supervision, and professional development to procurement staff. Qualifications and Experience Full Grade 12 Certificate or equivalent with at least five (5) credits.
Bachelor’s Degree in Purchasing and Supply, Procurement and Supply Chain Management, or equivalent qualification. Full and valid membership of the Zambia Institute of Purchasing and Supply (ZIPS).
Master’s Degree in a relevant field and/or full membership of CIPS (MCIPS) is preferred. Verification of qualifications by the Zambia Qualifications Authority (ZAQA) is mandatory.
At least seven (7) years of relevant procurement and supply experience, including a minimum of three (3) years in a management role. Required Skills and Attributes Demonstrated leadership and management capabilities.
In-depth knowledge of the Public Procurement Act, regulations, and procedures. Strong contract negotiation and management skills.
Excellent analytical and problem-solving abilities. Proficiency in computer applications relevant to procurement.
Strategic planning and organizational skills. Exceptional interpersonal and report writing skills.
High level of integrity and ability to maintain confidentiality.
