JOB OPPORTUNITY 

Eyu-Ethiopia is seeking a qualified and highly motivated Monitoring, Evaluation and Learning (MEL) Officer to support the design, implementation, and strengthening of monitoring, evaluation, accountability, and learning systems across the organization's programmes. The MEL Officer will play a key role in ensuring high-quality data collection, analysis, and reporting; measuring programme performance; supporting donor reporting and evaluations; and promoting evidence-based decision-making, continuous learning, and programme improvement.

ROLES AND RESPONSIBILITIES

Monitoring, Evaluation and Learning Systems

  • Develop and strengthen monitoring, evaluation, accountability, and learning (MEAL) frameworks, indicators, and performance measurement plans for organisational programmes and projects.

  • Design and standardise data collection tools, reporting templates, and monitoring methodologies.

  • Ensure MEL systems comply with organisational standards, donor requirements, and national reporting frameworks.

  • Support the integration of digital information systems to improve programme monitoring and performance management.

Data Collection, Management and Quality Assurance

  • Coordinate and oversee routine programme data collection and reporting.

  • Maintain secure databases and information management systems, ensuring data accuracy, completeness, consistency, and timeliness.

  • Conduct routine data quality assessments, verification visits, and data audits, and implement corrective actions where necessary.

  • Ensure adherence to standard operating procedures, data protection principles, and organisational data quality standards.

Performance Monitoring and Reporting

  • Monitor programme implementation against approved work plans, targets, outputs, outcomes, and key performance indicators.

  • Analyse programme performance data and identify implementation gaps, risks, and opportunities for improvement.

  • Prepare high-quality monthly, quarterly, annual, and donor reports, dashboards, and performance summaries.

  • Support evidence-based decision-making through timely analysis and presentation of programme results.

Evaluation, Research and Organisational Learning

  • Coordinate baseline, midline, endline, and other programme evaluations.

  • Support operational research, assessments, surveys, and special studies undertaken by the organisation.

  • Document lessons learned, best practices, innovations, and success stories to promote continuous learning and programme improvement.

  • Facilitate review meetings and learning events to encourage adaptive management across programmes.

Capacity Strengthening and Technical Support

  • Build the capacity of staff and partners on MEL concepts, data collection tools, reporting systems, and data quality standards.

  • Provide ongoing technical support to programme teams in indicator development, performance measurement, and data utilisation.

  • Promote a culture of evidence generation, accountability, and continuous organisational learning.

Coordination and Stakeholder Engagement

  • Collaborate closely with programme, research, finance, and operations teams to ensure effective monitoring and reporting.

  • Liaise with government institutions, donors, academic partners, and implementing organisations on MEL-related activities.

  • Contribute to proposal development by supporting results frameworks, indicators, and MEL plans for new projects.
