Main purpose of the job:
Overall responsible for the development, implementation and monitoring of the Health Promotion & Community En-gagement (HPCE) program in MSF project, as well strengthening community action and being the responsible for capacity building of the HP team, according to MSF principles, protocols, and standards.
Preferably, the HPCE manager oversees the HPCE program in one project, but in specific situations the HPCE manager can have a flying role for multiple projects. (60% West Oromia and 40% Benishangul)
Accountabilities:
HPCE strategy, activities and monitoring
- Responsible for the design/development of a regular updated HPCE strategy, activities, tools and monitoring system. Accountable of budget planning.
- Follow up and support the HP supervisor on the implementation of the HPCE strategy (workplan, according to the chronogram; tool creation; training)
- Ensure participatory approaches and patient/community consultation before and during implementation of the HPCE strategy.
- Ensuring that the right process is followed for the design the health education materials and participatory methods. (pre testing, validation of content, translation)
- Provide technical input and support to situation analysis (Rapid assessments/surveys / rumours-feedback monitoring) and ensure final reporting and information sharing with the project team.
- Supervision of the implementation of the community-based surveillance (data collection, active case finding, linkage to care, tracing)
- Support the HP supervisors on the organization of community meetings.
- Contribute to the updated community mapping (community mapping, stakeholders, GIS etc.)
- Ensure and regularly sharing with PC and medical team on updates regarding community mapping.
- Capitalization: document on lessons learned and capitalize on experiences (handover report, end of mission report, capitalization report)
- Ensure regular collaboration with other supervisors / managers (SRH, MH, NAM, MAM, Social Work, EH/WASH, LogM, Admin)
HP capacity building and supervision
- Responsible for the development plan for the HP team, based on the needs assessment (evaluation), as well for the follow up in capacity building through training, coaching, community of practice events.
- Managing and supervision of the quality of the HPCE activities done by the HPCE team at field level (based on a supervision checklist). (eg. Participatory methods and pedagogical techniques, active listening, use of tools, preparation /organisation)
- Responsible of the recruitment and evaluation process for HP profiles (in collaboration with HR department).
MSFCH Context Specific Accountabilities of the position:
- Lead the design, implementation and monitoring of the Health Promotion and Community Engagement (HPCE) strategy for the Oromia and Benishangul projects, ensuring alignment with the mission medical strategy and operational priorities.
- Strengthen community engagement by establishing participatory approaches with communities, community leaders, Health Extension Workers (HEWs), volunteers and local authorities to improve access to essential primary healthcare services and promote community ownership.
- Coordinate health promotion activities supporting mobile clinics, Begi Primary Hospital and community-based services, with emphasis on malaria, cholera, measles, acute diarrhoeal diseases, pneumonia, malnutrition, maternal and newborn health, vaccination, sexual and reproductive health, and mental health.
- Carry out PREM (Patient Reported Experience Measures) where feasible
- Establish and supervise community-based disease surveillance, rumor monitoring and community feedback systems to support early detection of outbreaks and timely emergency response.
- Conduct community mapping, stakeholder analysis and regular assessments to identify barriers to healthcare access, vulnerable populations, population movements and changing community needs, ensuring findings inform operational decision-making.
- Strengthen community participation in the Mobile clinic strategy by supporting health education, early care-seeking behavior, referral compliance and prevention activities.
- Build the capacity of HPCE supervisors, health promoters, community volunteers and Ministry of Health counterparts through training, mentoring, supportive supervision and quality improvement initiatives.
- Ensure culturally appropriate health education materials and communication strategies are developed, translated, validated and adapted to local languages and contexts across Oromia and Benishangul.
- Collaborate closely with Medical, Epidemiology, Nursing, WASH, Supply, Logistics and Protection teams to deliver integrated community-based interventions and support emergency preparedness and response activities.
- Represent MSF in HPCE-related coordination meetings with Ministry of Health, community partners when requested, protection of health facilities and safe access to healthcare for conflict-affected populations.
- Monitor HPCE indicators, analyze community feedback and surveillance data, produce regular reports, and use findings to continuously improve program quality and operational impact.
